There is no such thing as a "dark side of the moon".  All parts of
the moon get sunlight over the 28 day lunar day.  That is why we
get phases of the moon -- when part of the moon that faces earth
is dark, part of the far side is getting light.

Anyone who told you this, but doesn't understand the basics
about the moon, likely also got much of the rest of the story
wrong, too.

That, however, doesn't answer the basic question about lunar and
Mars bases.  We will not know that until we go there, or until
the government comes clean about all of their black projects.
Since it isn't likely that the government will reveal what they
know, and it will be many years before humans travel out of earth
orbit again, don't hold your breath waiting.
