I think  you are right ...... that this state site is actually located
inside the gates of  QMR ........ and it's also mentioned on
the QMR site here :

it'd be handy to get a reservation on that tour and
use the opportunity to get a better look around.
it's interesting that the state site mentioned needing a high
clearance off road vehicle .  in sand canyon the
county road goes for many miles past the QMR gate, 
this indian site must be off on a dirt road somewhere.

if there is really a secret base there, most probably
the tour is conducted in such away as to avoid
exposure of the tour group to any base facilities.

the area behind the QMR gates, and the two
farms blocking the other  access roads  is a space
far larger than the ( about ) 120 sq miles of  area
the " so called " base is situated on.  " this " is one
whopper of a chunk of  ( very ) expensive California
land  to have roped off from public access.  makes
you wonder whom has financial resources sufficient
to posses such a large chunk of private hideaway ? 
hah ah aha hah haa 

THATS some serious money locked away there.
