Quite a few ground penetrating radars units on the FCC website. This
one (if the link works) goes down to 50 meters.

there was  a  recent (  if  not well publicized ) field demonstration
/  performance  test ,  of  one of those  satellite mounted  UWB
synthetic aperture  ground surveillance  radars .  (  couple   years
back )  it was actually done over some  land you are VERY familiar
with, and  supposedly  covered an area of about  800 sq. miles.
( 20 miles X 40 miles size )    basically it was the  satellite
mounted radar, a mobile ground command center and several mobile 
field  units.   it  had the participation of numerous types of
aircraft and ground placed / mobile vehicles .  one of the 51"
( est )  wall mounted screens in the command  center truck 
displayed a " very detailed "  UWB  3d ( synthetic ) color picture of
the area under surveillance. ( operators could take a  roller ball (
mouse ) controlled  aerial  tour of the whole scene at various
distances and resolutions  )   it  was  supposed to be a public  (
vendors , contractors, military people ,  VIPs, related families  )
show and tell, and send off / celebration  for the newly implemented
system .   it easily displayed  any and all of the aircraft and mobile
/ stationary ground vehicles.  one thing that struck you was a
seemingly  " lag " between what you saw on the screen and what was
actually happening on the ground .   ( a  big truck moving out on the
range showed up , but slightly   later than real time )  , and made
one  wonder about those so called " real time " aircraft displays
being seen  and  what relationship that would have with supersonic
aircraft in a  combat theater !  of course there were several " dead "
display screens  ( the classified part turned off to prevent
inadvertent viewing )  , and might have represented seeing into the
ground and who  knows what else.  also the performance seen by the "
public " might not have been the systems actual capabilities. (
probably not )   over all  pretty impressive UWB stuff to say the
least.   makes you want to " see " the whole  capabilities of the
system too.  the same system was also being seen,  at the same time ,
in the Pentagon.  ( supposedly )


as a note of  humor ,  this picture is what happens when you
drive up to the gate in a suv that looks to be a homeland security /
fbi vehicle and suddenly stop at the gate and jump out with a camera.
see the open vehicle doors where the  men jumped out 
and ran inside ?  ha ha ha hah aha  we'd never actually take pictures
of their faces,  that you could make out , but they didn't know that
of course !
