KCSD has a contract with EDW. You often hear the SD enforcing traffic
on the EDW repeater. Now I never tried to scan both the civilian and
EDW Kern units.

If the camo dudes gave me a ProVoice Edacs trunked radio, I'd behave.

If they're on base, they might likely be
a contracted operation if EDW contracts with
the SO for it's law enforcement. LA County
is particularly famous for that. LASO is
the largest contract law enforcement
agency in the country.

If it is a contract operation, it's likely
that the deputies have jurisdiction over
the entire area, regardless of county.
And if they're enforcing federal laws,
they would typically be marshal'd by
the federal court to give them
federal arrest powers.

But in any case, as any sheriff will tell you,
always enlist the help of others, whether they
know it or not..;-) Thus the theory of them
seeing you on the perimeter and knowing you'll
phone in a 'real' problem.

On the last day of school, and halloween, when
the young hoodlums typically are out doing their
egg throwing mischief, we used to "deputize" a bunch
of the known pranksters and give them an HT on their
own VHF channel (not on a regular, busy dispatch channel).
They might have still egged some houses and cars, but
in some cases it might have kept them from being the
trouble "makers" and made them the trouble "reporters"
of more serious stuff like shootings and burgs.
