I haven't plotted the co-ords you give on a map, but if that's in
line with the runway ABBIE could well be the outer marker or Final
Approach Fix for runway 32 ILS approach. It could also be used a
reporting point for a visual approach. i.e. "Cleared for the visual
32, report ABBIE".
Actually, that point IS at the same point that most
guess is the OMB. And the reasoning you present is
the most logical description. Go look there, if you
get a chance, since you are familiar with what the
NDB antennas would typically look like. There's a
building there that would be a very obvious place
for the OMB.
