As stated in the wiki, Bob and Joy are facing federal charges for selling chemicals that the Consumer Products Safety Commission has pronounced illegal. According to their "United Nuclear" website, those chemicals are necessary for the production of their hydrogen-powered automobile conversion. The website also states that Joy works in "customer service". Whatever the true facts are about Bob, it sure seems like he has led an interesting life over the past 25 years or so. His interests and capabilities are pretty diverse, as appearances go. Sort of like a cross between P.T. If you try to hold an event, the BLM will insist you have insurance, etc. I'm not so sure NASA would give them chemicals as they wouldn't want the liability, but it seems people have no problem making explosives on their own. If the event wasn't well known and not advertised, the base probably didn't know what Lazar was up to. Buying chemicals can be interesting as there is much federal tracking. I haven't bought any chemicals, but have bought items in chemical supply shops such as bottles that I've used for photochemicals, and incredibly overpriced parts for my microscope. Anyway, they will sell you some nasty stuff as long as they log who buys it. I was reading the environmental reports on Divine Strake, and the basic fuel is just some Chevron diesel.
