Articles I have read indicate the Desert Blast events are annual, and 
began about 1987. It is also stated that Bob is one of the founders, and 
the whole thing was his idea.

As for the fuel supposedly donated by NASA, I don't know if this was a 
one-time thing or if it is recurring.

It seems to me a bunch of crazies descending on the desert with tons of 
pyrotechnics and explosives would have to be extremely illegal at the 
least...
