Let's look at the puzzle with an open mind.
Originally we heard that LV was drilling there
for an (exploratory?) well to see about bringing
water south. That and the Lincoln Co permits seem
easy enough to look up.
Kracky mentions (I think) another well along
GLR further west between ET Hwy and the
border. That's the first I heard of a second
well, if that's what I'm understanding.
Now related, or not related, there's the
new tower on the base. Some have speculated
that is for water. Drilling derek, well, etc.
Rigs are temporary. This tower looks permanent.
Draw a line straight down GLR toward the base
and you end up just about where that new tower is.
Makes the theory of "inspection port" that Kracky
suggests pretty plausible. OTOH, if that means that
the hole in the ground out at the highway is somehow
in touch with the aqua that feeds the base, and is
so out in the open, it seems like they can't be
related. Most secure base in the universe and they've
got a man hole out at the street, connected to their
water supply?
Doing the Las Vegas connection research seems like
the easiest to discover. It may not be absolute proof,
but it's certainly a relatively simple process to
find out.
There were photos of the drilling rig out at the highway.
Yours miso? That or one of the locals at Rachel could surely
tell us who is the contractor is. Where's the connection
between that contractor and Las Vegas (or the alien greys
or the black helo's or whatever).
DLR has/had a photo, but not mine. I wasn't around when the rig was
active.

The rig is gone. Just a cap remains. A serious sized cap, as big as a
manhole.
