Yes, it sure does. The fact that the area around the image
is so clear, and the blur is very nearly a circle, leads me
to believe that the photo was edited. Is it edited like this
at terraserver or any other topo viewer?

This looks like the same image. There is no USGS coverage. Very
strange. I noticed on google earth much of S4 is now in high
resolution, not that it helps ID anything. They even have their own
waste treatment ponds. Then again, it is quite far from the TTR.
