It's not a navigator's dome, it's a dome inserted in place of the forward
escape hatch from which a crewmember can watch for hostiles or take some
reallt cool air-to-air photography.
AFAIK, no C-130 has ever had a nav dome, using a periscope sextant instead.
I'm sure even that's been made redundant by now.
