Based on the photo and info from CLUI, I believe the base owns the land
east of Mud Lake.  West of Mud looks fine, though of course this time
of year is not a good time to drive on dry lakes.

just wondered if you had tried to drive down from near the airport
area in tonopah on those roads towards the mud lake area to get some
looks at the red flag stuff. 

also ......... do you have that map of the red flag boundaries 
( the one with the two " no fly " areas  on it ) posted on the 
web anywhere ?   I had the one  from  the discovery channel on my DVR
but accidently recorded over it and wanted to get another copy .

wonder if you have done much hanging out in the  s.e. section of the
red flag areas also. places like  heading up the road in the valley
west of the desert national  ( and east of the boundary fence line )
wildlife area , to get some looks at red flag activities in  this
area .....
