The big ones don't let the little ones push buttons.  All the rich boys
have coalitioned from across the globe, so your not going to be able to
get your enemy out of just on religion or any other aspect.

Dang, I wish I could remember the name of that very old B&W sci-fi where 
visitors came and gave a few select people these compact cases each with 3 
capsules inside. At the end when the holders got together, one guy opened 
them and cited coordinates to the capsules, blanketing the globe and 
altruistically eliminating all the "bad people" - instant utopia.
