I think you would have to listen a long time to find a new frequency
given out on ATC. The last one I found was the VHF blackjack
139.75MHz. That was due to a case where a civilian aircraft was
entering the range. [A real civilian aircraft, not a nod and a wink
civilian aircraft like a Janet.]

As you can guess, this was an excruciatingly painful task clipping out
all the Janets from the raw feed, at least in the late afternoon. Now
if you get up at 4AM (or stay up to 4AM), the ratio of Janet traffic
should be pretty high.
