I don't know if N178B is used to monitor the ABL. I think N178B is
just used for the "bullet hitting a bullet" tests, but I can't say for
sure.
Regarding the ABL, you can view the general area where it is tested at
EDW from google earth.

The plane poking out the building is just barely visible. Basically,
if you never saw it in the flesh, you probably wouldn't have noticed
it on google earth. The large tank nearby is supposedly used to create
a high altitude environment similiar to the altitude the ABL operates.
I don't have the link handy, but there is an environmental impact
study on the net that indicates where the test targets are located on
the ground. These are supposedly the same general area that was used
for "particle beam" tests.
