Where? I see roads in appropriate places.

is at an incorrect angle for the position of the sun and the largest
radio telescope, not to mention the absence of shadows for the other
two dish's...

Looks like the sun is coming from the NE. I see
shadows and highlights in all the appropriate places,
including the dishes. I also see the shadows and highlights
in the appropriate places on the hills in the foreground
which are several miles closer. I'm guessing this shot was
taken in the early morning to reduce the effect of atmospheric
haze. Sun would be at a low angle coming from the east, as
it appears to be in this pic.

...and the fuzziness of the area behind the "strange" tower,
however the rest of the photo seems in focus enough to clearly see
the supports on top of the dish pointing straight up.

I'm not sure where you're referring to there. This new tower
is well documented in several photographs from several
different photographers.
