I think there are targets on the screens, but it is just at the limits
of resolution. Note that the ground approaching the targets has been
"grubbed." Also note that to the left of the targets is a similar area
of ground that has been grubbed, but there are no targets. This could
be an area used for the same unknown purpose, but with the targets now
removed.
To the right of the targets is what appears to be more targets, but
not bright, nor is the ground grubbed.

I'm interested in the angle of the face of the targets.
They don't sit square to the buildings at the base of
the hill. They face airborne shooters.
Is that a tank truck at the base of the hill?
Could it be a "selective shoot/no shoot" area.
Hit the targets but don't hit the "buildings".
The three identical "buildings" look like they
could be containers rather than trailers or bldgs.
Are the poles power lines or something else? Real or dummy?

OK, now I know about "seeing" images that the mind paints in obscure views but,....
Tell me no one else sees painted detail of three distinctive images in the three "Movie Screens".
From the left on the 1st jpg:
1. A circle with blue fill.
2. fuzzy, but looks like the greek letter Eta.
3. A six-pointed star with no fill.
*If* my eyes are correct than perhaps the answer is some form of target recognition/descrimination
testing site. The surface stripping in front of the targets allows a little lead-in for the pilot
and the non-targeted surface to the left gives you a "control" for experiments. The placing up
againest a cliff could be either a convience to the engineers to provide ready-made elevation or
a mind-game on the targeter who must decide between best decrimination vs. Very Sudden Stop.

Want more unfounded speculation? Three targets, three trailers on the right - one for each target
and the Control Booth is the shiny large trailer in front and to the left. The buried tank is -
obviously - a secret exit from the S-4 Facility. Doh!
