If you will think and use what ever brain cells you might posses there
was an incident a few years back where an attack sub sank a Japanese
ship by surfacing in to it of Hawaii and was the immediate modivation
for the rule. Yea, a civilian was sitting at the wheel but that wasn't
the cause of the accident.

It was a pay off to campaign contributors. Given the long laundry list
of Bush regime fubars, people forgot about the Greenville. The biggest
screw up was when Rummy wanted to reduce the size of the military
since he believed there would be no need to fight a war on two
fronts.
