I've been looking at Fallon a bit lately in my spare time (39°25'8.10"N,
118°42'51.94"W)
They showcase lots of aircraft for training activities, and have some
expansive facilities...

Does anyone have other reasonable suppositions besides Wright-Patterson or
Edwards?

I think China Lake would be a good spot for black programs.  They have
the tools similar to Groom Lake, though I don't know if RCS gear is
all that important given computer power nowadays.
