http://www.lazygranch.com/ttr.htm#icao
has my explanation, including some FAA references that last time I
looked seemed to leave the internet. I have a funny way of causing
things to disappear. ;-) I provided a link from archive.org, where the
feds were not able to erase the information.

The page could use some updating since the beacon XSD is now history,
and it was just inside the fence, not outside as indicated on that old
sectional.

Finding the XSD beacon had some entertainment to it. I packed the
direction finding gear and brought it to one of the TTR viewing spots,
nearly 30 miles of offroad driving. I set up the gear, and the
direction pointed to the northern border of the base, near the
"mancamp". Getting there would just require driving down the paved
road, though to really get to the antenna you need to drive the fence
line. It is a very visible trip that can be monitored from the
security shack. I'm sure they watched carefully since the route takes
you to their substation too.
