Could be.  Although those 3 points don't seem to be quite an equilateral
triangle.  There may be a reason, but I can't think of any.

Another thing I noticed.  The area around and south and east of the 'tower'
seems to be at a slightly lower resolution than the surrounding area,
particularly compared to the area around the group of buildings to the
northwest.

One thing you need to keep in mind is the MTF (Modulation Transfer
Function). High contrast areas will look sharper than low contrast
areas, even if at the same resolution.

Regarding the water tank, I haven't hiked much in that direction.
[Never had the need.] You should be able to get close to the spot.

I wish Chuck finished that CD he was working on of all the orange
border poles. It would help to know where the board is on google
earth.
