The paint scheme looks very similar to that used by NASA.
It's the old MAC (Military Airlift Command) combo.

Looking at a few MAC aircraft, I don't see much of a pattern. I think
Southern Air is more likely. However, a clue may be the thin stripe
on the fuel tank.
Looking at the plane at Base Camp, it seems to have some defects in
the paint. That's what's happens when you have Earl Shibe paint your
C-130.
Apparently other civilian C-130s are being put to use west of there
near a certain large airport
where lots of retired airliners are parked also, on DoD testing
