Looks like a 65 to me. That bulge/solid area
just forward of the tail looks like the winglets
on a 65. Although they almost look like small versions
of the external turbos on a warthog. Probably not
very likely for that. But you never know what they
might be testing. Middle of the day, I presume.
Rear edge of the tail looks a little more square
than what I'd expect on a 65.
And it appears to show the exhaust ports
that are aft of the "dorsal bulge" on a 65.

Who it is and where it's from I wouldn't have a clue.
That would be your area of expertise.
On your photo, the TWO objects just north of the nose
of the 65...I've seen them on other photos. One looks
like the open back end of a truck or trailer, the larger,
orange, scaffold like object... Radar? NavAid? Starbucks
taxi-by window?

I don't think they would be testing a HH-65 as much as just using one
in their security patrols and SAR. The 65 should have the same
capabilities. You may recall that the HH-60 I photographed at Base
Camp was on the ground and seemingly untouched for a month. They may
have just added a new bird when they were one short, and just kept the
65.
Of course another theory is someone parked a car near a HH-60 and the
wheel looks like the shrouded tail rotor.
