Looks like there's some kind of buildings (towers?)
at the terminus of the road. Is there an actual "cave"
at that spot?
His beacon is reporting 10,741 ft elevation.
Is it really that high there?

Is that Cave Mountain at n39 09.82 w114 36.85 ? If so, that is some
distance from Base Camp. There are some building south of the
location. Still, this is crazy weather for offroading.
I don''t know if you have been to the Warm Springs repeater site, but
it has one spot that is difficult to climb due to a north facing
slope. The snow just piles up on that part of the road. It had dipped
beneath 0 deg F in Tonopah, so this is just wicked camping weather.
Maybe these guys snowmobile.
I have some recent (summer) photos of the Warm Springs facility. I'll
upload them tonight. Lots of new construction there.
These repeater maintenance firms have track based cars to get up the
mountains in the snow. I have some case study on my PC O downloaded
about a firm that set up passive reflectors simply to get around the
winter maintenance. It was around that mining facility north of
Tonopah, though I forget the vendor.
Those roads from the Forest Service tend to be pretty good. I took the
one over Quinn Mountain that more or less goes from the area east of
Rachel to the Railroad Valley oil wells. It was a pleasant enough
drive that I'd do it again. There is a small campsite along the way,
though I don't particularly like camping in forests. Most of the roads
on Quinn Mountain that were not forest service designated eventually
were not passable. Generally there would be downed trees in the way.
Probably good for a quad.
I've been as far as Elko. They (praise Allah) have a Chinese
restaurant. It's a relatively big town by Nevada standards. I've
checked out the airstrips along the way, like "duckwater." I haven't
noticed anything out of the ordinary.
