I wrote to the trustee for the APRS digis up there,
asking him if it might be his antenna. His reply -
"The antenna in question has been identified
as a very old low band VHF
ground plane, once used by Nevada Highway Patrol."
FWIW, APRS coverage seems really good up in the area
of the base. LV, of course, is really well covered.
I've tracked mobiles in all areas of US 95 west of
the ranges and on US 6 and a lot of areas north
of US 6 up to and north of I-80.

I tracked a guy in a mobile that appeared to be
4x4ing around some of the abandoned mines north
of Tonopah yesterday. Even when he was slow speed,
on site, I was seeing his timed beacons every 2min
showing his location, speed, elevation etc.
Amazing that there's such good coverage for such
a sparce area.
