Let me try to state this again. I have the FCC database, which has
many coordinates of transmitters. MOST of the waypoints in the file
are from the FCC database. Now if the FCC location was far away from
what you see on Google Earth, I used the Google Earth location. That
is because often the FCC website is off a bit. For other facilities
(presumably DoD or Federal), I used the location I spotted on Google
Earth.

Now again, some of the comm sites on the NTS are commercial. I assume
the DOE contracted them. So those locations are from the FCC since the
frequencies are in commercial bands even though the end user is
federal.
