"M". That identifier is for "Flight Safety NOTAMs"
The following four digit number is just a sequential number followed
by a slash then a two digit designator for the year.
It's not really a restriction, just informational that there is stuff
(a fence and a couple of shacks) not too far off the runway. If those
items become REALLY important to a pilot, then he has bigger problems.
It's probably for some sort of temporary construction project or
testing of something in the shacks (probably alien weaponry).
