The Government will be conducting a Live Fire Missile Test (LFMT) for
an existing aircraft survivability equipment program in April 2009 in
Tonopah, Nevada at the Tonopah Test Range. After all existing aircraft
survivability equipment program contractors are accommodated for the
LFMT event, it is anticipated that there will be limited, additional
space available for others to participate in the form of passive data
recording of the LFMT.  Because space is limited, the USG will give
preference for these remaining spots to firms who identify themselves
in writing as intending to submit a proposal as a prime contractor for
the JATAS under RFP N00019-08-R-0043 on a First Come, First Served
basis.  If there are additional spaces available after all such
identified JATAS prime contractor offerors have responded, additional
firms may participate on a First Come, First Served basis.  All
participants shall comply with the following conditions:

Participation and data collection are on a “Not to Interfere” basis,
and at your own risk.
Participation shall be at your own expense.  The Government will not
reimburse for any expenses incurred by participating organizations.
Participants shall make available to the Government any data collected
upon written Government request.
Participants bringing sensors may bring up to two sensors and be
afforded a four foot section of the test stands for equipment setup.
No additional sensors will be permitted, in order to ensure
participants have equal access and opportunity.
Participating organizations may send up to three individuals.  All
individuals must posses a current valid US Secret clearance.
Participating organizations must attend a test planning working group
the week of 9 March, location to be determined pending industry
response.  Cancellations after that point will not result in an
opening, due to insufficient planning and coordination time remaining
prior to the event.
Participating organizations must have a Government Sponsor to validate
the participant’s “need to know.”
Participating organizations shall submit a list of all equipment, both
corporate and personal, that will be brought to the facility.  The
list must be approved prior to any equipment being brought or shipped
onto the facility.
Participating organizations requesting space in the test stands will
have access to station power and a local area network.  Power
requirements or any other form of test support required must be
identified as part of application.

All requests for participation must be emailed to the JATAS Contract
Specialist, Tanis Meldrum, at tanis.meldrum@navy.mil.  Requests shall
include: Firm(s) being represented, participant information including
name, e-mail address and phone numbers, an organizational point of
contact (if different than the range participants), description of
intended sensor and data recording capabilities, contact information
for the sponsoring Government Organization, and any test support
requirements.  Requests shall be submitted by 1600 EST on 18 Feb 09.
