There is also paving at the TTR.

Nice catch!!  The answer is buried in the Solicitation documents.

But before getting into that, have a look at the track at Creech in
GE.  Notice the distinct brown color?  That sure looks like the color
of a rubberized running track.

Now have a look the request for bids you linked to, for "Paving
IDIQ" (Paving - Indefinite Delivery Indefinite Quantity) issued by 99
CONS.  Specifically look at "Amendment 1" then the pdf file titled
"Summary 20090629.pdf".  On page 01010-15 it describes a pay item as
follows:

"1.3.1.9.6. Install Urethane Rubber System: Work includes placing a
urethane
rubber system on top of existing pavement. Line item may be used in
conjunction with any paving line item or on existing pavement.
Recommended manufacturer is Atlas Track & Tennis or approved
equal. The Contractor will submit product information for approval
and follow manufacturer’s instructions for installation. The surface
must adhere to ASTM specification F2157-02, Standard Specification
for Synthetic Surfaced Running Track."

Going into the main Solicitation document, it's easy to find the bid
item and estimated quantities for 1.3.1.9.6.  There's a 500 square
yard estimate and a 6,000 square yard estimate.

In GE, the Nellis track scales to about 6,100 feet of linear surface.
Getting a width is a little tough due to GE resolution, but it looks
like around 10 feet in width. Doing the math gives a total track
surface area of 6,777 square yards.  That's pretty damn close to the
Solicitation estimate.  So either this Solicitation (for which bids
were opened just a few days ago on July 13th) is going to put a
rubberized running surface on the Nellis track or they're going to
build a track at TTR and rubberize that.  It couldn't be for Groom, as
it's much longer then Nellis and thus its surface area much larger.

The Solicitation package has all sorts of references to work at
Nellis, Creech, TTR and "other" areas of the Nellis Test and Training
Range.  And the security requirements for the contractor and employees
are very tough.  Fun reading!

Obviously since this Solicitation is just closing, it's not
responsible for the existing tracks at Creech, Nellis or Groom.  In
looking through other 99 CONS solicitations, I've yet to find anything
that would have built those tracks.  It may be they weren't handled
through 99 CONS.  But it will make for a good hunt.

Frakking running tracks....Who woulda thunk?
