The metal is probably the rim. You don't put a tire that size on the
rim in the field.
Taking a look at the cargo compartment of the C-5, it can carry
something 19ft wide. Looking at the photo, that load is no more than
1.5 lanes, which would make it 15ft wide based on the road being 27ft
wide. [That is what I measured using google earth.] Thus I'm pretty
sure this load would fit in a C-5, which means it was not military, or
at least it wasn't something secret.
