If TTR controls private vehicles to this extent, then it's a
reasonable assumption Groom does also. Things you didn't know.....

has the form for contractors to get on base. However, I have met one
person who claims he drove his own vehicle when TDY at the TTR.
I know for a fact that one Rachel resident that worked at Groom drove
his own vehicle to the base. Now I don't know if he had to leave it at
the guard shack near the base, but he certainly drove it right past
the guard shack at the back gate. This worker is now deceased. I was
at the back gate with another Rachel resident when this guy drove
through the back gate in a beater car. The other Rachel resident was
averting his eyes so as to not see this guy go through the gate. The
residents know who works at the base, but keep it secret so the
employees don't lose their job.
I don't know if you staked out the back gate if you would discover the
residents that work at the base. It is possible the guards would give
the resident a heads up to use another gate. It might have been good
timing that let me discover this base worker. However, you could
easily monitor the vehicles that leave Rachel for the back gate from
many locations in the metropolis of Rachel.
