Let me tell you I was mighty pissed when I met someone who got the
tour. The do this when they change the commander at the base. Base
Camp has to be punishment. "Gomer Pyle, you mess up one more time and
I'm sending you to Base Camp!" [Yeah, I know, Gomer wasn't in the
USAF.] Even living in Tonopah would be better than being at Base
Camp.
Incidentally, I was driving around the area behind the court house
(Radar Road) and there are some nice homes there, and not just by
Tonopah standards. I suspect either civil servants, which nowadays
make good money, or prison guards own them. I drove up to the prison
(on the road to Austin).

The prison is combined with the department of forestry, so I gather
the prisoners get to put out fires.
I caught a prison guard buying chewing tobacco at Scolari's. I suppose
he uses it outside the gate.
