seems more than just not having photos with detail available.

I realize the Groom views have probably been sanitized so that is why
they are allowing the public have a close up look, but it would seem
that there is a lot of interesting things going on besides directly on
base, or even in the air.  Is this really the case or am looking for
ghosts where there aren't any?  

I think what you discovered is just a zone where there isn't any high
resolution imagery. That is, a small zone surrounds by better
imagery.. Take a look at this image which has the Digital Globe
coverage maps turned on:

You can see the region of fuzz is bounded by various imagery borders.
What you should probably do is start a thread in the google earth
forum about this spot and let the experts make a determination.

I don't believe I've found any fuzzy areas over Groom Lake. I think I
saw one of the radars at Site-4 fuzzed out, but can't locate it.
