our fence is chain link (for example) we don't meet the
requirement.

That is insane. They should do everything they can to get those
horses adopted.
Put the horses in Massachusetts, and put the people from Massachusetts
on the BLM land to graze. The horses would be better off, and so would
the country as a whole.
