If you compare both images side by side, it looks like the yagi and
dish both line up fairly closely with the plane of the solar panel.
To me they look like both images show the antennas in the same general
direction.

And that direction still has me confused. Where the hell is this
installation?  Almost always, fixed solar panels are installed facing
due south, and tilted according to the latitude to provide maximum sun
exposure.  So if we assume that's the case here, then look at the
pictures again and assume the panel is facing south and try to place
the camera and figure out where the antennas are aimed.  Sort of
impossible, isn't it?  But it gets weirder.  Take a close look at both
pictures and find some items that are casting shadows and note the
shadow direction.  Now look at the solar panel.  Yep, it's in shadow.
Must be one of those negative solar panels that only work at night.
