Well, legally, "they" can't. If the cleared parcel was outside the
road boundary, and it appears to be, a permit would be required from
the BLM. If one of the Rachel locals decided to clear off an acre or
two of BLM land for fun, there would be repercussions. It would be
surprising if BLM approved the clearing of an area of public land for
a temporary staging area as it wouldn't revegetate for many years.
Especially when "they" have their own property just on the other side
of the fence that can be done with as they please.
It would be interesting to see who exactly any permit might be issued
to and what the stated purpose was. It's hard to tell from the large
scale BLM jurisdiction maps, but it looks like the responsible field
office would be Pahrump or Tonopah. And the permits are public
information.
