Well, legally, "they" can't.  If the cleared parcel was outside the
road boundary, and it appears to be, a permit would be required from
the BLM.  If one of the Rachel locals decided to clear off an acre or
two of BLM land for fun, there would be repercussions.   It would be
surprising if BLM approved the clearing of an area of public land for
a temporary staging area as it wouldn't revegetate for many years.
Especially when "they" have their own property just on the other side
of the fence that can be done with as they please.

It would be interesting to see who exactly any permit might be issued
to and what the stated purpose was.  It's hard to tell from the large
scale BLM jurisdiction maps, but it looks like the responsible field
office would be Pahrump or Tonopah.  And the permits are public
information.

I've yet to find the environmental report for the new runway at Yucca
Lake. I made a few phone calls and came up with nothing. It took a bit
of effort to get the DOE to admit it exists.

Gee I wish Mahood would hang around here. He is a civil engineer, so
he knows the rules. Anyway, when you move dirt, there is a form you
file out for Storm Water Prevention. I'm pretty sure you have to post
it at the job site. These guys in the desert are just cowboys. We
don't need no stinkin' rules.

When they expanded the border at Basecamp, I was the only schmuck to
read the filed report. They make you sign the folder before seeing it,
and I was the first and only signature. Not even the press had any
interest. Oh, I did stop them from doing some illegal fencing at
Basecamp.
