Often pilots go on usenet to get the latest NOTAMs. For flight
weather, they wet a finger, stick it in the air, and see which side
dries first to determine the direction of the wind.

Once again you're posting as if you know what pilots do or don't do
when you have stated earlier you weren't a pilot.  I had hoped you had
intended to be helpful by posting your "translation" of a notam but
based on your subsequent posts I wonder exactly what your intent was.
Just to make it clear I've been a pilot for over 30 years and flew
tactical fighters for a good portion of them.  I have also
participated in several JEFXs over the years.  What exactly are your
qualifications?  I suspect they're primarily internet surfing and
driving past Air Force bases to look at the pretty airplanes.
