 Subject:   Special shipment instructions for shipment delivery of
Defense Logistics Agency (DLA) Material to Mile Range, Creech AFB
(EY4148) and Tolicha Peak Electronic Combat Range, NV (EY4149)

 Purpose:  To advise DLA shippers of the special shipment instructions
for executing shipments to Mile Range, Creech AFB, Indian Springs, NV
and Tolicha Peak Electronic Combat Range (TPECR), Beatty, NV

 Be Advised:  Special instructions for Shipment and Delivery of
Defense Logistics Agency (DLA) and Department of Defense (DOD) new
Supplemental Addressees for Mile Range, Creech AFB, Indian Springs, NV
and Tolicha Peak Electronic Combat Range (TPECR), Beatty, NV, were
posted to the TFG.

 For shipments consigned to DODAACs EY4148 and EY4149, please insure
that each Bill of Lading (BOL) specifies the following:

     1.  Freight deliverable to remote location within a military
range.

     2.  Delivery only accepted by tractor/trailer at designated site.

     3.  Limited off-load hours available.  Prior coordination
required.  0700-1500 hrs Pacific Time, Monday - Friday

     4.  Must have minimum three (3) working day notice to enable
personnel and equipment to off-load.

Special note:  Drivers with loads for DODAAC: EY4149, Tolicha Peak
Electronic Combat Range (TPECR), Mile Marker 79-US Hwy 95, Beatty, NV,
driver and all passengers must be a citizen of the United States for
access to range and offloading/loading areas.

Transportation Facilities Guide (TFG) revision:  The TFG webpages for
Nellis AFB, NV, (DoDAAC: FB4852), Tolicha Peak Electronic Combat Range
(TPECR), Beatty, NV (DODAAC: EY4149) and Creech AFB, NV (FB4817) for
Mile Range, Creech AFB, Indian Springs, NV (EY4148), have been changed
to reflect the “Supported DODAAC” information.

Now that I live in Pahrump, about once or twice a week, I try to drive
by Creech and the NTS on the way home from work.  There has been a
tremendous amount of construction easily seen from the hwy in two
specific areas around Creech.  The end of the base right along the
freeway near Cactus Springs has acres of brush plowed under and
asphalt laid.  From ground level it is difficult to tell if it is a
new runway, landing pad or something else.  The amount of trucks near
that area parked on a daily basis is maybe 20-25 construction trucks
and supplies.  The other area where I have noticed quite a bit of
construction is in a part of the range near Creech.  The exact
location is behind the small hills between Creech and the Southern
Range Command station across from the prisons.  At a certain angle if
you look just right you can see the (what appears to be) roofs or the
tops of some type of buildings.  They are almost completely hidden
behind the hills.  It was obviously deliberate, but a small portion of
a structure can just be seen from the hwy.  The overall amount of new
construction at Creech AFB is really impressive.  They are definitely
the "hot spot" on the range.  I will take some photos the next time I
drive through there and post them here.  Tuesday night I noticed and
shot a photo of a medium sized cargo plane taking off from the runway
in front of Mercury on the NTS.  The quality is crappy because I was
driving and using a cell phone.
