Is "Jeff's house". Looks very much like it could be in Las Vegas,
generally looking WNW toward the mountains and alluvial fans
west of town.
Google for Jeff Groom, Las Vegas and you get

Look at the googlemaps street view for that area, and the
design/color/style of the houses, as well as the orientation,
seem to support all that.
Jeff Groom? Son or grandson of the original Groom family?

Your buddies at ATS have documents regarding ownership.
I looked at a lot of anemometer photos last night and didn't find a
match, so I will go with claim that this is a generator. It does seem
like a very small generator.
