This was the CA DOJ BNE. They want the job to succeed since it
justifies their existence. I used to scan the BNE from work as they
did surveillance. Not exactly the most professional outfit. One guy
would listen to country music. This I know because he had an open
microphone often. They had the occasional F-bomb over the air as they
BSd. Another time they didn't use the 3 car surveillance scheme that
most LEOs use. Maybe they were short that day since usually they used
3 cars and a fixed wing. Sure enough the BNE undercover ended up next
to the target. The BNE was female and apparently good looking since
the target was checking her out. It must have been funny when it went
to court if the target remembered the woman. The BNE is the only
outfit I ever caught using a cell phone tower ping and a bumper beaper
to relocated a target. You see this stuff in the movies, but it
actually real. My recollection is getting a cell phone ping notice
doesn't take much legal hassle. Certainly less than a tap. And the
Supreme Court said it is fine to attach tracking devices to cars since
it is no different than having a cop follow the car. [Talk about
twisted logic.]

You do have a good point about making the tweakers flush the dope.
BTW, if you can find the bit torrent, this is an excellent look at

At one point, Louis is talking to a "fence" that doesn't believe
converting stolen items into cash for drug addicts is really a crime.
All those Thereoux shows are good stuff, especially the one where he
goes to Texas to become born again.

I gather you left Ca before the law made photo ID a requirement to buy
pseuophed. This lead to a market for pill smurfers. Oh, and if I
created the Smurfs, I'd sued those dopers for ruining the name!
