Not necessarily. If you are referring to the documents about the Air
Force's investigation into the matter, their conclusion was that the
unknown items in question were a weather balloon.

I suspect the
documents might contain some sort of information that would compromise
confidential technical info on USAF weather balloons. It is known
that they possess certain abilities which civilian balloons lack.
But in that case I'd think someone in the military itself would be
trying to keep the documents classified, rather than Bush. It IS
suspicious. Personally I am not fond of the entire concept of a
military whose senior leaders are all civilians.
