    Indeed he does.  This in-duh-vidual used to fantasize that he was "Dr. Richard X. Frager, MD" until the State of Oregon smacked his peepee in 1997 for attempting to practice medicine over the Internet without a license.  Look in the Google archives, see for yourself.
    He also fantasized that he could get away with creatively editing copyrighted material from the Washington Post to make it look as if the reporter supported whatever goofy jeremiad he was on that week and poasting the altered material to Usenet.  The Washington Post smacked his peepee too.
