Subject: Visual Verification Initiatives

This is a message for general release for the Earth's population. In
preparation for Phase 2 of the First Contact Project the use of visual
verification of selected Collective assets has been authorized. The
permitted "sightings" are in support of (pre)first contact operations
and are intended to validate future information releases and
operations. 

Begin Message:

Please begin surveillance of the following designated lunar targets.
This should be maintained until both events have transpired.

Target 1: Northeast sector of Theophilus Crater Region, 200KM from rim
(approximate). Target 2: Southwestern sector of Theophilus Crater
Region, 100KM from rim Approximate).

The following countries have been selected by the DOMA under the
authority of the Collective as First Contact Designates: United
States, United Kingdom, Canada, Ukraine, Russia. As part of the Visual
Verification Initiative, selected visual sightings are authorized in
support of first contact operations. These visual sightings will be
done at a time and location of the DOMA's choosing to ensure the
safety of all parties involved. They are for visual verification
purposes only in support of pre-first contact operations. So that
consistency and intent can be clearly discerned, all visual sightings
will be conducted by a similar craft. These will be very large,
grey/black, and of a delta (triangular) design.
