This to me is the most ridiculous argument ever made about the whole 
Roswell event.  

Do you actually believe intelligence officer Maj. Marcel, the man in charge 
of launching weather balloons, including super-secret ones like Mogul, 
mistook the wreckage of one for a ship from outerspace?  
(He's the one who wrote the (first) press release.)
