Dr. Malin allowed to claim ownership of the raw Mars photographic data?

Because Malin Space Science Systems is one of the main contractors on the
Mars missions. The photos were taken on equipment developed and manufactured
bt Malin, the results were processed at Malin's laboratories, and are
published by Malin. Any photographer will assert copyright over their own
material, and allow its use under licence, just as Malin does.
