Well duh. If it is a satellite phone, it's going to be a LEO
system. No choice. :]

It would have cost more to finish than it would have cost to upgrade
existing accelerators, and wouldn't have been as powerful.
Upgrade? Sorry, the size of it was, and would be well worth having,
as that was the entire premise of that particular ring, and NO
"upgrade" to ANY existing accelerator would be able to accomplish what
this one was to be capable of.
