No that's exactly how it works.  The CIA launders money for the drug cartel
and gets it into the banking  accounts of the rich who then buy up defense
contractors who then work on black projects.  The defense contractors bill
the government for their services and the taxpayers pay for it.  That's one
of the reasons there's an inequitable distribution of wealth.  Drug money
isn't being taxed.
