Probably software which was approved for use by the US Government.

There are several commercially available programs that can enhance still
images or video frames for analysis. Adobe Photoshop is probably the most
widely used. There are a few more specialised programs, such as Matlab or
Scion Image that can perform various functions and measurements, but the
latest version of Photoshop is so powerful that it's usually all you need.

And yes, Photoshop is approved for use by the US government.
