NASA is an agency of the executive branch and as such is under
authority of the president.  such is the case for most of the federal
government.  Congress enacts laws that the president then executes by
means of his agencies and departments.

Name the law which gives Bush power to dictate to NASA.

that's an oxymoron; a government agency cannot be privately owned.
lockheed is a publicly traded company.  NASA is USG.

Then why is NASA doing work for privately owned companies, like Halliburton.
And if NASA is a government agency why doesn't the work they do belong to
the US government?
