what do you mean, "why doesn't it say?" It is the property of NASA,
and NASA is an administration of the US government. how much clearer
do you need that to be?
NASA is an agency of the executive branch and as such is under
authority of the president. such is the case for most of the federal
government. Congress enacts laws that the president then executes by
means of his agencies and departments.
Name the law which gives Bush power to dictate to NASA.
The National Aeronautics and Space Act of 1958. From section 202 of
that law:
Sec. 202. (a) There is hereby established the National Aeronautics and
Space Administration (hereinafter called the "Administration"). The
Administration shall be headed by an Administrator, who shall be
appointed from civilian life by the President by and with the advice
and consent of the Senate, and shall receive compensation at the rate
of $22,500 per annum. Under the supervision and direction of the
President, the Administrator shall be responsible for the exercise of
all powers and the discharge of all duties of the Administration, and
shall have authority and control over all personnel and activities,
thereof.

Then why are they Lockheed?
Lockheed is a major contractor to many departments of the federal
government, not the least of which is NASA. Others include the DOD
and the FAA.

that's an oxymoron; a government agency cannot be privately owned.
lockheed is a publicly traded company. NASA is USG.

the US government?
What, specifically, are your writing about? NASA does not work for
Halliburton.
you apparently do not know much about government contracting, or even
the basic functioning of the US government. maybe you should do some
more research before running off at the mouth? it took me all of five
seconds with Google to find the law creating and authorizing NASA.
